Consultation by Other Departments

In accordance with Rule 12 of the Gilgit-Baltistan Rules of Business, 2009, all Administrative Departments are required to consult the Law & Prosecution Department on legal and legislative matters. Such consultation is mandatory:

  • · On legal questions arising during Government business.
  • · On the interpretation of laws, rules, regulations, and statutory provisions.
  • · Before instituting civil or criminal proceedings on behalf of the Government.
  • · Whenever legal proceedings are initiated against the Government.
  • · Before issuing statutory rules, regulations, notifications, bye-laws, or orders.
  • · During the preparation and processing of legislation.
  • · Before seeking the opinion of the Advocate General.

The Department examines legal implications, ensures constitutional compliance, drafts and vets legislation, advises on statutory requirements, and assists Departments in completing legislative and legal processes in accordance with established procedures.
